[The following is a transcript of a recorded phone message put out by a group in Chicago called "Citizens' Committee to Clean Up the Courts [CCCC]." (312) 731-1100 and (312) 731-1505.]
Hi! Sherman Skolnick, Citizens' Committee to Clean Up the Courts, 9800 South Oglesby.
He is pushing laws to round up so-called "domestic terrorists". Has he aided real terrorists, himself... huh? We're talking about Congressman Henry Hyde, from the Chicago area.
The background:
Two savings & loans, now defunct, from the Chicago area, were reportedly part of CIA's secret operations to supervise and finance bloody "dirty tricks", including CIA-sponsored terrorists, and foreign and domestic political assassinations. One of those was, reportedly, Clyde Savings & Loan. At one time, Congressman Henry Hyde was part of the board of directors.
After Clyde went under, the federal S&L bailout agency, Resolution Trust Corporation [RTC], brought a suit in federal district court, in Chicago, against the board of directors, including Henry Hyde -- case number 93 C 2477. The RTC contends that Hyde committed certain wrong-doing that caused the federally-insured S&L to go under! With great loss.
The case was assigned to Chicago federal district judge Brian Barnett Duff, a close crony of former CIA director George Bush. In the Fall of 1993, an attorney for CIA showed up in the case. Judge Duff ruled that most of the proceedings thereafter are to be kept secret! And that the key matters in the case are to be concealed, with the warning that "This envelope contains highly confidential documents, and the clerk of the court is to maintain these records separate from the public records" -- that is, secret. Just one of the ways to try to keep the CIA records from being public! {1}.
Now notice this: As provided by the U.S. Constitution, there are three departments of the federal government: legislative, executive, and judicial. They are to be kept separate! Intelligence sources inform us that Henry Hyde wears two hats. Number one, of course, is his legislative hat as congressman. And he is part of the congressional committee pushing "anti- terrorist" laws, to round up and maybe put into concentration camps domestic dissidents -- such as citizens' militias. Because? Clinton and Hyde claim the militias are trying to overthrow the government. Oh yeah? But Henry Hyde's hat #2: he is in charge of CIA's "black budget" {2}. So he's sitting in two branches of the government at the same time -- a clear Constitutional violation. (As head of the black budget, Hyde has more actual power than the director of Central Intelligence.)
In [1983], a super-duper explosive, developed and controlled by CIA, was supplied to mideast terrorists supposed to use it against a CIA-selected target. Instead, it was used on the U.S. Marine barracks in Lebanon, killing 250 Americans. Both Reagan and Bush were responsible for that treason. And so was black budget chief Henry Hyde! A federal grand jury should ask Hyde what he knows about the explosives used in the double bombing of the federal office building in Oklahoma City. Was it something developed under CIA's black budget? Some think so.
How is it that federal undercover agents who infiltrated the militia are implicated in the bombing, huh?
Who, after all, is trying to overthrow the government and destroy the Constitution? Is it the militia? Or is it Henry Hyde and his gang, huh??
A senior investigation specialist of RTC wanted to do something about Henry Hyde and the "black budget" and Clyde Savings & Loan. The RTC official was murdered by being thrown off a building in Virginia! {3}. You suppose Henry Hyde knows anything about that, huh?!
The mass media, riddled with CIA rats, have a policy not to discuss provocateurs who work their way into dissident movements, and then bomb buildings, to blame onto the movement. Also, the press is generally silent about government-paid provocateurs.

Another way, suggested in a question put to Bill Clinton by Sarah McLendon in the recent White House press conference, is to transfer the records to "retired" CIA agents and then, when someone asks to see those records, you can say that you don't have them!
{2} "...CIA's 'black budget'" I lack a precise definition of exactly what is meant by the term "black budget". I, personally, would describe it as an area of government spending that is not open to public scrutiny. For example, if money is being allocated for, say, manufacturing weapons to be sent to the Contras, in violation of the Boland amendment, that allocation of funds might be kept "off-the-record", unavailable for public scrutiny, in the "black budget".
You may recall a television show last summer called "TV Nation". Michael Moore, the creator of the show, had a segment on the "black budget" which he wanted to air. Unfortunately, they didn't allow it to be broadcast.
There is also a book dealing with the "black budget" whose name escapes me; it might be named Black Budget but I'm not 100 percent sure on that.

Refers to Jon Parnell Walker: "The Resolution Trust Corporation people eventually figured out that their investigation of Madison wasn't getting anywhere because it was based in Kansas City, where Clinton's people stymied it. So Jon Parnell Walker, a Senior Investigation Specialist in the RTC's Washington office, began a campaign to get the case moved to DC. Soon after, Jon was looking over a possible new apartment in Lincoln Towers in Arlington, Virginia, when reportedly he suddenly decided to climb over the balcony railing and jump."
