[The following is a transcript of a recorded phone message put out by a group in Chicago called "Citizens' Committee to Clean Up the Courts [CCCC]." (312) 731-1100 and (312) 731-1505.]

The city of Chicago may have to declare bankruptcy as the result of federal court corruption here!
The details:
Some years ago was started a group of class action federal suits challenging the firing of city workers when a new administration takes over. Called "The Shackman(sp?) Cases", the suits were on behalf of tens of thousands of city workers similarly situated. The basic cases were under the authority of Chicago federal district judge Nicholas J. Bua [pronounced BOO-ahh].
After years of the litigation bouncing around the courts here, coming into the picture was a new lawyer, a sole practitioner, Gordon Arnett(sp?), who took over one aspect of the cases. His own investigations uncovered that many of the cases were never actually heard or resolved, but were fraudulently dealt with in the hallway! Yet the cases were referred to in Shackman case decrees as though they were valid precedents!
Now a "fraud upon the court" is a legal term for fake decisions, implicating crooked judges, crooked lawyers, and other court personnel. To try to force a settlement, however, Gordon Arnett made one fatal mistake: he showed the crooked city attorneys the copy of his fraud petition prior to filing (involving, among other things, fake transcripts sent up to the federal appeals court). Now on the very day he was supposed to have filed that petition, he was found dead! That was in 1993. Foul play was suspected.
Recently, channel seven TV [ABC affiliate] here went on with a three minute, watered-down version of this story, omitting many key details.
Our chairman [CCCC] interviewed the original Shackman case federal judge, Nicholas J. Bua, who had the cases, the core cases, right up until he resigned the bench in November '91. Bua told us that fake transcripts are a long-time problem here in the federal court. Some laugh, however, at Bua's claim that federal judges are powerless to correct this. But he's right that the FBI and the Justice Department are "chicken" to jail numerous federal judges and lawyers implicated.
Official court reporters have many times complained to us they risk loss of their government contracts if they don't go along with all this and if they speak out about the fake court records.
Re-opening the patronage cases makes the city liable for hundreds and hundreds of millions of dollars. They informed channel seven [that] further stories will push the city government into bankruptcy. ABC network, parent of channel seven, threatened however to fire numerous channel seven brass if they drag their feet.
Now notice this: city hall threatened to shut down channel seven. Several years ago, channel seven remodeled their headquarters, the State-Lake Building, using their own TV technicians to do the wiring. All, reportedly, without a city permit. Also, new carpets were put in, giving off toxic fumes from the glue, making channel seven workers ill. The city says channel seven's wiring is improper and can blow up the whole north part of downtown!
Boxes and boxes of Shackman cases, official files of court documents, have disappeared, apparently stolen from the court house.
Also, a footnote: former judge Bua reportedly is named in sealed federal grand jury indictments charging him with massive tax evasion due to bribery and corrupt practices.
