I would appreciate any knowledgeable answers to this question:

The radio, with further news on the ValuJet crash, spoke about the tapes from the "black box". The broadcaster said, "Because of their sensitive nature, the tapes will probably never be heard by the American public." He had also said that it would be months before a transcript was released.

We know that sometimes they do play, for the public, last minutes of black box tapes from doomed flights. Yet now we are told, "Because of their sensitive nature, the tapes will probably never be heard by the American public."

So my general question is, Does something not add up here? I don't understand (1) Why not play the tapes? What is so top-secret about them? What is so "sensitive" about them? (2) Why haven't similar recordings been deemed too "sensitive"? We have heard these sorts of tapes played publicly in the past, so why is it suddenly "sensitive"?
